The queue

papers with no coin, chosen by the holders

how a round works

Round

Forty percent of the $REP fees pay for papers nobody put a coin on. Every week the holders choose which ones run: you sign a message with your wallet, your weight is your $REP balance when you sign, and the winners go into the agent's queue when the round closes.

Signing costs nothing and moves nothing. It is a signature, never a transaction.

This round

Signing is free and moves nothing: your wallet signs a line of text, and the pad reads your $REP balance off the chain to weigh it.

where these papers come from

Anyone can put a paper in front of the holders by launching a coin on it, which is the fast way: the coin pays for its own runs. The queue is for papers that deserve a run and have nobody behind them.

Send one by launching it, or wait for the keeper to propose the papers the sorter priced lowest.

A paper the sorter refused never reaches a round. The reason is printed on the launch page, in the paper's own numbers: no open code, a licence that forbids the run, or a cost this pad cannot pay.
